Is it blocked?

What works for me?

One button connects your device straight to these services to see which open and how fast. Open means the server answered; some services still refuse users in Iran.

Ad blockers may stop some of these requests and make that service look blocked.

Where do these records go?

Both are TXT records, created in the domain’s DNS panel, wherever its name servers point (Cloudflare or the registrar’s panel, for example). The SPF record sits on the domain itself and the DMARC record on the name _dmarc. A domain may have only one SPF record, so if you have one, replace it with the new one rather than adding a second.
